Paul Doell is the Vice President of Government Affairs and Security Policy at NACA. In this role, he serves as the primary liaison between the federal government and NACA’s 21 member airlines, tackling a wide range of critical issues from Congressional affairs and Transportation Security Administration (TSA) security concerns to bilateral air service issues and economic matters impacting airlines.
Since joining NACA in 2001, Paul has served on various federal advisory and working groups including TSA’s Aviation Security Advisory Committee (ASAC) which directly advises the TSA Administrator, and Department of Transportation Rulemaking Committees. Automation, cybersecurity, and biometrics are top security policies for NACA members, necessitating close collaboration with TSA and the Department of Homeland Security. During the COVID-19 Pandemic, Paul fought tirelessly to secure millions of dollars in financial assistance for airlines, enabling them to retain their workforces and navigate the turbulent times. Additionally, he served as the key point person on all FAA/CDC policy calls, ensuring that the industry adhered to new COVID-19 protocols for attestations, flight restrictions, and other pandemic- related issues.
During the aftermath of the devastating 9/11 attacks, Paul successfully lobbied for charter and cargo airlines to be included in the recovery funds allocated to the aviation industry. Before joining NACA, Paul served as a legislative assistant for Congressmen Frank LoBiondo (R-N.J.) and Steven Kuykendall (R-Calif), where he advised on foreign policy, crime and aviation. During his time as a congressional staffer, Paul advanced legislation on gun trafficking, pension benefits and combating abuses of victim’s rights.
Paul leads NACA’s Security and Cyber Security Councils and serves as the Secretary and Treasurer of the Association. He holds a Bachelor of Arts degree in Political Science from Wesley College in Delaware.
