Chris Brown is the Vice President of Government Affairs and Ultra-Low-Cost Carrier (ULCC) Policy at
NACA. In this role, he represents NACA’s ULCC member airlines before Congress and Executive Branch agencies, focusing on the U.S. Department of Transportation (DOT) and Federal Aviation Administration (FAA).
Prior to joining NACA in 2020, Chris was Assistant Administrator for Government and Industry Affairs at the FAA – a political appointment – serving as a principal adviser to the FAA Administrator and other key FAA executives on legislative and congressional oversight matters, as well as the primary point of contact for Members of Congress, congressional staff, and aviation industry stakeholders seeking information about FAA policies and programs. Chris previously served in the same position from 2006 to 2009. Chris held several senior positions on the House Committee on Transportation and Infrastructure from 2014-2017, including staff director and counsel on the Subcommittee on Aviation under Chairmen Bill Shuster (R-Pa.) and Don Young (R-Alaska).
Between his two stints in the public sector, Chris served as Vice President, Legislative and Regulatory Policy at Airlines for America (A4A), where he developed policy priorities of A4A member airlines and advocated for those positions before Congress and Executive Branch agencies. He began his legal and policy career as an associate at the Washington, D.C. law and lobbying firm of Akin Gump Strauss Hauer & Feld (Akin), where he represented airlines, airports and aviation manufacturers before Congress and the executive branch. Chris also served as senior counsel at the Washington law firm of Manatt, Phelps & Phillips.
A native of Massachusetts, Chris graduated summa cum laude from Boston College and received his Juris Doctor from The George Washington University Law School. He is a member of the District of Columbia and Massachusetts bars.
